Over the last 10 years I have used various substances to fill the over 150 sand bags I use in my display.
Wood chips and such were still too heavy and had problems with termites and other critters even when inside of a plastic bag inside of the sand bag.
Packing peanuts give great volume but are too light in weight and tend to crush down over time especially the bio degradable type.
I suggest using shredded paper inside of a plastic bag inside of the sand bag.
I have been using shredded paper now for several years and it seems to do the trick very nicely. I use the confetti cut paper as opposed to the stringy style shreddings. It gives great volume without crushing down and the weight is just enough to keep them from blowing away but light enough not to make them prohibitive to haul pre- filled.
Add this to the 400 feet of homemade fake barbed wire (farb wire) and it makes one heck of a display and a good crowd control tool.

Ah what Comrade Dima says is true! I have seen his magnificent displays on many battle fronts, and he is the master when it comes to sandbags and barbed wire!
