According to Charles Sharp in his book "Soviet Infantry Tactics in WWII" pages 117 - 121 the Infantry T.O. & E. at the start of the war shows 2 snipers being in each rifle squad. This eventually changed to platoon and then having the snipers moved to the Rifle Company HQ.
The listing for the various high scoring snipers lists only 1(one) cavalry unit as a home unit. The other approximately 111 snipers with home units listed show 100 of them as part of rifle companies, rifle regiments, rifle brigades, rifle battalions and rifle divisions. The others are listed with NKVD, Marine units.

Vasiliy Shalvovich Kvachantiradze (259th rifle regiment) - 534
Ivan Mihailovich Sidorenko (1122nd rifle regiment) - 500 = 1 tank + 3 tractors
Nikolay Yakovlevich Ilyin (50th Guards rifle regiment) - 494
Vasily Grigorevich Zaytsev( 1047th Rifle Regiment of the 284th Rifle Division of the 62nd Army) He originally was serving in the Navy.
