Were the padded Sharovari intended to be worn in place of, or over, the regular trousers?

You are referring to what are called "Vatnie Sharovari", the padded pants normally issued with the telogrika jacket.
I am unaware of any regulation specifying how they were to be worn, and I have worn them both over, and in lieu of my regular sharovari, depending on the weather.
I suspect if you allow the temperature to dictate, no one will argue with you.
